I'm talking about moving from a state that "nickels and dimes" its citizens to a state that actually functions like a well-managed estate.
When a family sits down to look at their bills and realizes they don't have to set aside $120–$300+ for tags, or $60+ for a driver’s license renewal, I've increased your middle-class disposal income.
That's my agenda. Win-Win.
(And I'm just getting started.)
The beauty of my Wagon Train Lottery initiative (which I am just now finalizing, and will post soon) is that it generates "Clean Revenue"—voluntary money spent on entertainment—rather than "Coerced Revenue" (taxes and fees).
Here's my "Zero-Fee DMV" initiative:
1. The Math of the Trade-Off
The Oregon DMV brings in significant revenue, but it also has massive administrative overhead: Facilities, utilities, salaries, benefits, pensions, processing payments, printing, acquisition, postal expenses mailing millions of decals/stickers, and policing expired tags costs millions.

HIRE INSTEAD, BUSINESS-MINDED SOULS WHO HAVE YOUR BEST INTERESTS AT HEART.

2. The "Safety Over Revenue" Logic
Right now, police officers spend a huge amount of time pulling people over for expired tags.
By eliminating registration fees, we ensure every car is legally on the road, allowing our officers to focus on DUI, speed, and real crime instead of expired stickers."

This stabilized, recurring revenue stream is dedicated to non-appropriated funds, ensuring direct impact for state-critical "pigeonhole" organizations.
Oregon currently manages ~4 million light-duty vehicles. Under current statutes, annualized fixed revenue per vehicle sits at approximately $63.00.
By giving Oregon residents the power of the purse, I'm betting on them.
Net Gain: Increase revenue streams per vehicle for every citizen who opts into the Legacy Series, with 100% of net proceeds being "gifted" back to our communities. Win-Win.

Let’s look at the numbers. They are significant because I am going set many a hair on fire. Change is often met with resistance. I'm not just changing a fee; I am changing the psychology of the payment viewed "tax" and empowering citizens.
CHOICE ALWAYS WINS THE DAY!
Oregon currently has roughly 4 million registered passenger vehicles. Under the old system, the state collects roughly $250 million annually in registration fees (averaging about $63/year per car).
By moving to my Annual Legacy Model, I can project revenue based on how many people choose "Alignment" over the "Free" option:
