Governor Laible Announces "The Wagon Train Pivot": A New Era of Oregon Stewardship
GRANTS PASS, OR — Today, Steve William Laible, MBA, dark horse candidate for Governor, unveiled the Oregon 21 Parlay, the cornerstone of his "Wagon Train Pivot" platform that will not only financially bridge budgetary shortfalls, but close these gaps in our communities, forevermore, with a straightforward efficient revenue stream, propelling Oregon into a self-sufficient business model.
Laible's innovative revenue model is designed to move Oregon away from traditional crushing tax burdens that weigh heavily on citizenry shoulders, by moving Oregon toward a system of Empowered Stewardship.
"For too long, our state’s revenue has felt like a wagon train stuck in the mud," said Laible. "The Wagon Train Pivot is about Circling the Wagons—protecting our first responders, our wildlife, and our heritage—by creating a high-velocity, 'All-or-Nothing' parlay game that invites the world to invest in Oregon’s future."

Under the Laible plan, [100%] of every net dollar "parlayed" by players (whether they live in Portland, Oregon or Portland, Maine) stays within our communities.
The revenue is divided into ten critical "Stewardship Sectors," ensuring no program is diluted and every corner of the state receives a windfall:
- The Thin Blue Line (Police & Public Safety)
- The Red Line (Fire Districts & First Responders)
- The Coastal Watch (Lighthouses & Jetty Preservation)
- The Pioneer Path (Historical Societies & Oregon Trail Sites)
- The Wildlife Wing (Fish, Game, and Habitat Restoration)
- The Waterfall Fund (State Parks & Natural Wonders)
- The Rural Roadwork (County Road Maintenance)
- The Tribal Partnership (Direct Community Grants)

"When an Oregonian or an out-of-state player loses their $2 bet on say a Pick 5, (1-21), they haven't just lost a $2 game," Laible explained. "They’ve just funded a fish hatchery on the Rogue River or a fire truck in Umatilla. That is the heart of the Pivot: Oregon wins every single time the numbers are called."
