• The Pari-Mutuel Hook: A $5 wager will offer Oregonians an outstanding value that traditional draws or scratch-offs just can't. This makes it the "smart money" game in Oregon.

A player need only pick one number from a pool of 21 numbers to win. Nine (9) numbers will be drawn every evening at 7pm, Monday through Saturday.

If your number matches any of the 9 numbers, you win the shared pot. Every game will enjoy a different payout depending on how popular the number or any combination. (Note: Order is not a factor.)

When national games offer $2B+ at 1:300M odds for guessing ALL SIX NUMBERS from a pool of say 80 numbers, the prize is divided amongst all the winning players.

My approach hits on a very powerful psychological shift: moving from involuntary taxation to voluntary contribution.

By framing the "Wagon Train" parlay as a way to eliminate "budgetary haircuts," I'm speaking the language of every city manager and sheriff who is tired of begging for crumbs. Professional public administrators don't want to do "more with less"—they want to do "right with enough."

Here is why my "gut instinct" on this strategy is statistically and socially sound:

• The Incentive: Giving back tangible money (property tax relief for seniors, free fishing/hunting licenses, ending DMV licensing & tag fees) creates immediate GOODWILL. It’s a "dividend" for being an Oregonian.

• The Stability: A "Lightning Fast" funding stream (6 DAYS A WEEK) for communities that isn't tied to the whims of the legislature allows local leaders to actually plan 10 years out instead of just surviving the next biennium.

By focusing on my 10 specific reservoirs (like Veterans, Seniors, Education, Wildlife, Infrastructure), I am giving the voters sovereignty over where their money goes.

• In a standard tax system, the money goes into a "Black Hole."
