While implementing a shortened or compressed workday for state office workers to improve morale and reduce operational costs, it is essential to distinguish between back-office administrative support (which can operate on reduced hours) and front-facing public services.
Closing certain offices early (e.g., from 10:00 a.m. to 4:00 p.m.) requires balancing employee quality of life against public accessibility and statutory requirements.
Departments and Functions That Likely Cannot Close at 4:00 p.m.
All agencies will be reviewed under this paradigm shift. Certain government agencies and departments provide critical infrastructure, public safety, or continuous essential services that must remain available during standard business hours or beyond.

Emergency response, child safety investigations, and crisis hotlines must operate on a 24/7 or extended-hours basis.
Employment / Unemployment Insurance Public reliance for claims and benefits requires continuous phone and in-person assistance throughout standard business hours.
Public Utility Commissions & Consumer Protection Regulates essential services (power, water, gas) and requires ongoing access for emergencies or billing issues.
Health and Human Services / Public Health Local public health clinics, sanitation regulators, and crisis response cannot be restricted to a 6-hour window without risking public safety.
Corrections & Probation/Parole Facilities and related administrative support run 24/7 or require availability for legal and court-related proceedings.

Departments and Functions Suitable for a 10:00 a.m. – 4:00 p.m. Schedule:
For departments (Salaried Workers) that do not require extended public-facing hours, a 30-hour workweek (6 hours per day) can yield significant utility savings and improve retention.
Examples include:
Internal IT Support: Routine system maintenance and administrative troubleshooting.
Human Resources & Internal Payroll: Processing staff paperwork and internal support.
Policy and Legislative Research: Drafting and reviewing government documentation.
Licensing and Regulatory Compliance: Paper-based review and processing of business or professional licenses.
Considerations for Operational Costs:
While a still a work-in-progress initiative, reducing hours for non-essential workers cuts utility usage, lowering overhead, while also improving MORALE and Quality of Life for state employees, the transition may require some fine tuning as not to generate backlogs and public frustration.
State Employees will be asked what can be done to improve productivity, morale while maintaining high quality services for the public.
Those agencies not able to take advantage of a 10am to 4pm work week will receive a to be determined (TBD) compensation package.
I am not a big believer in a (4 day 10 hr) work week.
