EXECUTIVE ORDER 1

Solve the Homelessness Crisis.

My vision for Oregon the Beautiful. 


These are my summarized key pillars of my "Outdoor Liberty" platform.


 "Highlights"


  • The Preamble: I am eliminating all fishing/hunting licenses and state park fees; replacing them with voluntary donation boxes.


  • The Golden License: A state-sponsored "free" license to ensure Oregon still captures federal Pittman-Robertson and Dingell-Johnson matching funds.


  • The Legacy Pass: Permanent, cost-free, priority access for Veterans and Seniors (65+).


  • The Outdoor Dividend: Reallocating the 15% constitutional Lottery mandate and cutting "Salem red tape" to fund conservation without new taxes.


  • Main Street First: I am using "Access for All" as an economic engine for rural small businesses and waiving startup fees for new Oregon companies.


  • The Unity Vision: I am framing the outdoors as the "Great Equalizer" that brings urban and rural Oregonians together.

EXECUTIVE ORDER 3

To show my good-faith intention to the voters and state legislature, I will sign an Executive Order eliminating property taxes, first for SENIORS, then all Oregon Resident home property owners. 


Eliminate the "lien trap" for Seniors.


I will end property taxes for Seniors.


MOREOVER, ALL UNPAID BACK TAXES WILL BE FORGIVEN (ERASED).


I WILL RETROACTIVELY DETERMINE A FAIR COMPENSATION PACKAGE AWARDED TO SENIORS FOR THEIR PRIMARY RESIDENCE LOST TO UNPAID BACK TAXES. THEY WILL BE MADE HOLE.


SENIORS will no longer live with the stress, worry, fear and threats of foreclosure due to unpaid back taxes.


So it is written. 

So it shall be.


Seniors will gain $300+ net-net monthly disposal income, based on the assessed value of their homes, as a result of no longer having a property tax burden.


I will eventually end property taxes for all homeowners.


The loss revenue to the state will be funded by the high-velocity thunderous income stream created by my Resource Engineering initiative.

I am ending tags/licensing fees at DVM; Fishing & Hunting Licenses; Day-Use fees; Parking fees; and Camping fees at State Parks.

OREGON HERITAGE INITIATIVE 

● One Oregon, One Heritage



"For too long, the politicians in Salem have tried to divide us. They want us to believe there is a wall between the city and the country—that the interests of a hiker in Portland must somehow be at odds with the needs of a rancher in Eastern Oregon.



I don't buy it. When you’re standing on the banks of the Deschutes or watching the fog roll in over the coast, you aren't a 'Red Oregonian' or a 'Blue Oregonian.' You are an Oregonian, period. Our natural beauty is the one thing we all own together, and it should be the one thing that brings us back together.



My 'Access for All' plan isn't a rural policy or an urban policy. It is a Human Policy. * It’s for the family in North Portland who deserves a weekend at the coast without a parking fee.



  • It’s for the veteran in Burns who shouldn’t have to pay to hunt on the land he defended.


  • It’s for the small business owner in Medford who wants a thriving Main Street.


I am tearing down the gates—not just at our parks, but between our communities. We are ending the era of 'Pay-to-Play' and entering the era of 'Proud to Be.'


Let’s stop looking at our differences and start looking at our horizon. Because when Oregonians are free to explore their own state, we don't just find our way back to nature—we find our way back to each other."


EXECUTIVE ORDER 6

A QUALITY OF LIFE ISSUE FOR STATE EMPLOYEES:


EFFECTIVE JANUARY 1, 2027 ALL STATE OFFICES* WILL BE OPEN FROM 10AM TO 4PM, MONDAY THRU FRIDAY. 


THIS WILL PROVE HIGHLY EFFICIENT FOR EMPLOYEES' PRODUCTIVITY, ATTITUDES AND PERSONAL TIME, FAMILY TIME. IT ALSO DOLLAR COST AVERAGES INTO A HUGE PAY BUMP.


To serve the public better, some state offices, (DMV) may be open on Saturdays 10am to 1pm, twice a month. TBD.

* Fine Print


While implementing a shortened or compressed workday for state office workers to improve morale and reduce operational costs, it is essential to distinguish between back-office administrative support (which can operate on reduced hours) and front-facing public services. 


Closing certain offices early (e.g., from 10:00 a.m. to 4:00 p.m.) requires balancing employee quality of life against public accessibility and statutory requirements.


Departments and Functions That Likely Cannot Close at 4:00 p.m.


All agencies will be reviewed under this paradigm shift. Certain government agencies and departments provide critical infrastructure, public safety, or continuous essential services that must remain available during standard business hours or beyond.

Child & Adult Protective Services

Emergency response, child safety investigations, and crisis hotlines must operate on a 24/7 or extended-hours basis.


Employment / Unemployment Insurance Public reliance for claims and benefits requires continuous phone and in-person assistance throughout standard business hours.


Public Utility Commissions & Consumer Protection Regulates essential services (power, water, gas) and requires ongoing access for emergencies or billing issues.


Health and Human Services / Public Health Local public health clinics, sanitation regulators, and crisis response cannot be restricted to a 6-hour window without risking public safety.


Corrections & Probation/Parole Facilities and related administrative support run 24/7 or require availability for legal and court-related proceedings.

Departments and Functions Suitable for a 10:00 a.m. – 4:00 p.m. Schedule:


For departments (Salaried Workers) that do not require extended public-facing hours, a 30-hour workweek (6 hours per day) can yield significant utility savings and improve retention. 


Examples include:


Internal IT Support: Routine system maintenance and administrative troubleshooting.


Human Resources & Internal Payroll: Processing staff paperwork and internal support.


Policy and Legislative Research: Drafting and reviewing government documentation.


Licensing and Regulatory Compliance: Paper-based review and processing of business or professional licenses.


Considerations for Operational Costs:

While a still a work-in-progress initiative,  reducing hours for non-essential workers cuts utility usage, lowering overhead, while also improving MORALE and Quality of Life for state employees, the transition may require some fine tuning as not to generate backlogs and public frustration.


State Employees will be asked what can be done to improve productivity,  morale while maintaining high quality services for the public.


Those agencies not able to take advantage of a 10am to 4pm work week will receive a to be determined (TBD) compensation package. 


I am not a big believer in a (4 day 10 hr) work week. 


A work/life balance is the goal.
