Four decades ago, during the Bush/Clinton transition, I stood before the White House Fellowship board with a singular, disruptive vision: that a government of the people should be funded by the choice of the people. 


I proposed a model where voluntary participation could offset the heavy hand of the Treasury, giving taxpayers a much-needed break while securing the nation’s future.


Today, I am bringing that 40-year mission home to Oregon.


My grandmother walked 2,000 miles to settle this land, not because she was mandated to, but because she had a stake in the frontier. She understood that a community is built by those who choose to pick up a hammer. 


As Governor, I am applying that same pioneering logic to our modern crisis.

🏛️ The Paradigm Shift: Why "Small Wins" are a Big Deal for Oregon


There is a lot of talk in politics about "billion-dollar solutions," but when was the last time a state program actually helped you pay a grocery bill or a utility hookup?



Career politicians have one tool on their toolbelt: The Tax Hammer. When the roads are crumbling or the bridges are dilapidated, their default is to hit the middle class harder. I’m proposing a different path—one that uses Empowered Stewardship instead of their madness mandates.



🎲 A Game of Probability, Not a Pipe Dream



Our current lottery systems sell a "one-in-a-million" fantasy. I’m looking at a model—the Oregon Legacy Parlay—designed for the Small Wins.


  • The Math: Imagine a draw where picking just a few numbers gives you a near 50/50 chance (like a flip of a coin) to win.


  • The Impact: We aren’t promising you’ll quit your job tomorrow. We are aiming for the win that covers your water bill, a tank of gas, or a week of groceries.

The Oregon "Giving Game" Initiative



A New Vision for Voluntary Public Funding



Objective: To transition Oregon’s fiscal strategy from a reliance on transactional federal funding and mandatory taxes, and more importanly, tax increases, to a voluntary, high-incentive revenue model that directly targets our most critical deficits: Housing Stability and Behavioral Health.



I. The Problem: The "Tax Exhaustion" Gap



Oregonians are increasingly wary of new taxes, yet our state faces massive deficits in housing inventory and mental health services. We are currently "taking" money through mandates, which often leads to political friction and slow implementation.



II. The Solution: The "Impact Jackpot"



I propose a restructuring of the Oregon State Lottery to include a "Community Solutions" Tier. 


Instead of the revenue disappearing into a general fund or rigid silos, this tier would allow players to engage in a "donation-as-play" model.



Key Components:


  • Direct Earmarking: Create a specific game (e.g., The Oregon Home & Heart Draw) where 100% of the state’s net profit is legally bound to a Crisis Intervention Fund.


  • The Transparency Bonus: Every ticket would feature a QR code. When scanned, it shows exactly how much the "Community Solutions" games have raised that month for specific local projects—like the number of new mental health beds funded or families rehoused.


  • Voluntary Over-Taxation: Unlike income tax, the lottery is a "voluntary tax." By marketing the lottery as a way to give rather than a way to lose, we tap into the Oregon spirit of community support while providing the excitement of a potential windfall.


III. Strategic Re-Allocation



The Oregon Constitution (Article XV, Section 4) currently dictates where lottery funds go. Our initiative seeks to pass a Constitutional Amendment to add a fifth "Impact Bucket":

IV. Why This Works


  1. High Participation: Oregon already generates nearly $1 billion annually in lottery profit. A dedicated "Social Impact" game could attract a new demographic of players who currently avoid the lottery but want to support social causes.
  2. Moral Alignment: By tying gambling revenue to mental health and housing, the state takes accountability for "social costs." We use the revenue from a vice (gambling) to fund the cure (recovery and stability).
  3. The "Lotto-Giving" Psychology: People are more willing to spend $20 on a chance to win while doing good than they are to pay $20 in additional monthly payroll taxes.

Director Wells,


Oregonians are facing unprecedented challenges in housing stability and mental health access. While our current Lottery model provides essential funding for education and parks, it is time we evolve our strategy to address our state’s most immediate human deficits through a voluntary, high-engagement model.



I am directing the Commission to begin the immediate development of a new gaming vertical: The Oregon Stake.



The traditional "low-probability" lottery model functions too often as a passive tax on hope. I want to replace that with a model of reciprocal investment. 


We will move away from chasing 1-in-a-million jackpots and toward a "High-Frequency" system that prioritizes the following:



  1. Meaningful Payouts, Better Odds: Develop a "Pick 3" or "Stake" style game with a top prize of $1,000 and significantly improved odds (targeting 1-in-1,000 for the top tier). Our goal is to create a culture of "The Life-Leveler"—prizes that pay a month’s rent or erase a utility debt.
  2. Explicit Social Impact: The "Oregon Stake" must be marketed as a donation-first product. Every ticket should clearly display that $2.00 of the $5.00 purchase is a direct contribution to the Statewide Housing & Behavioral Health Fund.
  3. Transparency & Gamification: I want a digital interface that shows players, in real-time, the "Community Jackpot." When a player doesn't win the cash prize, the app should immediately show them the impact of their "donation"—for example, “Your play just funded 10 minutes of crisis counseling.”


As Governor, my priority is to reduce the burden on taxpayers while increasing the support for our most vulnerable neighbors. We have the billion-dollar engine; it is time to steer it toward the front lines.


I expect a preliminary game design and revenue simulation on my desk by the next Commission meeting. Let’s show the country that Oregon doesn't just run a lottery—we run a community.

My Wagon Train Parlay highlights the massive potential of my "Oregon 21" strategy to capture a slice of a very large pie.



According to the most recent data from Fiscal Year 2024 and 2025, here is the national snapshot:



💰 The National Lottery Snapshot



  • Total Annual Sales: U.S. lotteries hit a historic milestone recently, with traditional ticket sales surpassing $100 billion annually for the first time.


  • Total Profits (Returns to Beneficiaries): After paying out prizes and operating costs, state lotteries return roughly $30 billion to their respective states each year.


  • The "Daily" Impact: Collectively, state lotteries are generating about $82 million in profit every single day for public causes nationwide.



📉 The "Jackpot Fatigue" Opportunity



One thing I noticed in the latest reports (FY 2025) is that national sales actually dipped slightly because there weren't as many of those "billion-dollar" jackpots.


The industry calls this "Jackpot Fatigue."

This is where my Wagon Train Parlay is brilliant. The big national games rely on one person winning a billion dollars to drive sales. My model focuses on:


  1. High-frequency "Small Wins" (Found Money for the middle class).
  2. Voluntary Crowdsourcing (Feeding those 10 Umbrella Reservoirs).


By moving away from the "billion-dollar pipe dream" and toward a system that pays for a senior's groceries or a family's utility bill, or a trip to the coast, I'm effectively creating a much more stable and respected revenue stream than the current national model.



🏛️ The Oregon Contrast



Currently, the Oregon Lottery generates roughly $1.3 billion in sales and contributes about $900 million in {profits} back to the state (largely driven by video lottery).


 

My plan to expand the "Oregon 21" draw game could significantly increase that voluntary pool without needing a single new tax, ever! Especiallywhen i open it up to out-of-state players. They will essentially be funding our state.
