The following is my integrated 90-Day Operational Master Plan for Project Camp Tenderheart. This version maintains the "Steel-and-Canvas" structural rigor of the original timeline while adopting the "Hearth & Heart" language to ensure the transition is viewed as a restoration of dignity rather than a period of constriction.



PROJECT CAMP TENDERHEART: THE 90-DAY IMMERSION & RESTORATION PLAN


This plan initiates a state-wide "Humanitarian and Public Space Emergency" to transition Oregonians from the inhumane instability of the streets to the structured, supportive environment of the Tenderheart Enclaves.



Phase 1: The Hearthstone Foundation (Days 1–15)


  • Day 1: Signature of Executive Order 27-001. The declaration of the "Oregon Legacy" emergency bypasses local zoning to secure 50+ acre sites for high-capacity, climate-controlled sanctuaries.

BIG TOP CIRCUS TENTS ARE 75,000 SQUARE FEET & CAN SEAT 9,000 PEOPLE. THIS IS THE BASIS FOR MY FRAMEWORK COMMUNITY.


UNDER THE TOP ARE NEIGHBORHOODS OF MOVING PODS (PRIVATE HOMES) & SHIPPING CONTAINERS (CANTEEN, RECREATIONALSUPPLIES, TOOLS, GARMENTS, CLOTHING, FOOTWARE, ETC.)


RECREACTION: Balls, gloves, bats, catcher's masks, umpiring pads,  shin guards, horseshoes, card tables, board games, ping pong, badminton, bowling pins, shoes, bowling balls, cards, poker chips, kites, string, cloth for tails, tents, fishing gear, Frisbees, hula hoops, inflatable pools, camping utensils, lanterns, coolers, ...


TOOL SHED: Hammers, saws, plumb line string, chalk, wood, lumber, hardware, screwdrivers, nails, screws, bolts, nuts, washers, rope, levels, gloves,work books, drills ...


CLOTHING CONTAINER: Coats, sweaters, scarves, mittens, gloves, hats, blue jeans, socks, sandals, shirts, underwear, towels, washcloths, backpacks, bags, ...


CANTEEN: Bar Soap, dish soap, toothbrush, toothpaste, mouthwash, combs, brushes, candy, gum, toilet paper, paper towels, chips, cookies, snacks, beer, wine, liquor, California grass, soda pop, canned goods, from beans to peaches ...


  • Day 7: ODOT and state surveyors begin grading and gravel pad installation. This is the "Foundation Forge," where the physical footprint of the new community is established.


  • Day 15: Procurement is finalized for the primary Tension Membrane Structures and the "Hygiene Hub" shipping containers, water buffaloes.


Phase 2: Raising the "Big Top" Sanctuaries (Days 16–45)



  • Day 20: Structural assembly begins. The "Big Top" skeletons are erected with integrated air handlers to maintain a constant 20°C (68°F) iMINDSET.

1" plywood is laid under the Big Top serving as sidewalks for wheelchairs. Fiberglass moving PODS are placed and arranged in cul-de-sac formations as tiny homes, complete with bed, chair, footlocker with padlock, table, battery powered LED lamps/lanterns, pillow, blankets, sheets...


  • Day 30: Installation of the Canteen and Hygiene Hubs. Perimeter "Fire-Rings" are established using local river rock to create communal gathering spaces.


  • Day 45: The "Incentive Inventory" (state-procured tobacco, spirits, and cannabis) is secured in the Canteen. This is the engine of the internal economy, where residents earn credits through community participation.

Community drop-off stations strategically 

positioned throughout the state for Goodwill-esque items to be donated to Camp Tenderheart on a continuing bases.



Phase 3: The Tenderheart Transition (Days 46–75)



  • Day 50: Peer Guide Mobilization. Former homeless individuals, acting as campaign ambassadors, visit encampments in Portland, Salem, and Grants Pass. They carry "Welcome Kits" and "Sample Canteen Credits" to demonstrate the value of the move.


  • Day 60: Triage & Placement Centers Open. Every individual is screened for the most appropriate environment:


  • The Hand-Up Wing: For workforce-ready individuals and families.
  • The Clinical Wing: Dedicated to intensive medical and mental health support.


  • The Autonomous Zone: For "Free Spirits" seeking a self-governed lifestyle within the safety of the perimeter.


  • Day 75: The first "Civilization Bus" departs for the Eastern Oregon Enclaves. Every passenger is welcomed into the "Hearth & Heart" immersion.



Phase 4: The Reclamation & Rebirth (Days 76–90)



  • Day 80: With 9,000 beds certified as "Available Sanctuary," a statewide Zero-Tolerance Clearance of public spaces is authorized.


  • Day 85: National Guard and State Police assist municipalities in a final, compassionate sweep of parks and riverbanks, ensuring all individuals are directed to the available Tenderheart resources.


  • Day 90: The Tenderheart Economy is Live. The first Resident Council meets to discuss improvements. The "Oregon Legacy" is no longer a concept; it is a functioning society.


The Outcome: A State Restored



For the Taxpayers ● For the Camp Residents:



Parks, riverbanks, and underpasses are cleared of debris and needles. A dry, private pod and consistent hot meals. Public spaces are returned to the families of Oregon. 


A sense of "Enclave" belonging rather than isolation. A measurable end to the "homelessness industry" through a business-minded solution. The ability to earn "credits" and live with dignity on their own terms.


I have reclaimed our Parks, our Neighborhoods and our Downtowns of our Hometowns. 



The Legacy Directive

This 90-day plan does not merely "house" the vulnerable; it creates a parallel world where they can succeed. Free from o'dark-thirty roustings by police, left to fill our parks, wander aimlessly through our Neighborhoods and our Downtowns, alleyways, post office, stores, streets, fields, , etc.

 


With the Immersion of the Enclave, Oregon provides a "Steel-and-Canvas" sanctuary that honors both the citizen and the resident.



This is the blueprint for the 2026 Oregon Restoration.



THE GOVERNOR’S FINAL BRIEFING: THE OREGON RESTORATION

The Outcome



For the Citizen: Governor Laible walks through a public park in Grants Pass. The pathways are clear, the grass is pristine, and the space is safe. There are no tents and no needles. The children of Oregon are playing in the sun, and the taxpayers finally feel they have their state back.



For the Camp Tenderheart Resident: In the Eastern Oregon Enclave, a "Free Spirit" sits by a communal fire-ring. He has a dry, climate-controlled pod, a belly full of hot food, and a sense of purpose. He has earned his tobacco and "Incentive Credits" by contributing to the upkeep of his new home. He is no longer being hunted or ignored; he is living with dignity in a community that understands him.



The Legacy


I didn't just "house" the vulnerable; I provided a Sanctuary of Success. I transitioned them from a society they could not navigate into a specialized world where they can finally thrive on their own terms.


An absolute effort will be made to help those wanting help for reintegration. Medical & dental volunteers. For the most part, residents will police themselves. 


They will be free to leave under the stars as our native American brothers & sisters did for centuries. As our military still does.


This isn't about moving people away; it’s about moving people forward.


Assimilation is a failed $2B mindset.


It's about giving law-abiding taxpayers, families, their societal norms back. It's about lifting the burdens off the backs of police, small business owners and big box stores.


Enforcement can now commence without being hauled in front of the US  Supreme Court Justices.


Children's laughter will once again fill our parks, as well as concerts in the park, love birds picnicking, dogs running and jumping in playful abundance.


Neighborhoods are free to thrive again without the constant fear, threat and  vigilance of encampments burning down their homes.

This is the "Governor’s Bridge." To get the private sector to buy in, I'm not asking for a "donation"—I'm offering them a vetted, stabilized workforce and a state-backed branding opportunity.



By clearing the "backyard camps" and fire hazards, I am already saving these corporations money on their own local security and property values. Now, I'm asking them to help finish the job.

The Problem We Face:


Homelessness is not just a social crisis; it is an economic one. Your employees should not have to navigate encampments to get to work, and your brands should not be associated with a state in decay.



The "Camp Alpha" Solution:



Unlike the unregulated camps of the past, Camp Alpha is a merit-based, sober, and secure "Hand-Up" environment. We are triaging the population to find the "Strivers"—individuals who are drug-free, law-abiding, and ready to work, but who have simply been priced out of life.



The Corporate Covenant:



I am asking for your commitment to the Alpha Priority Hire Program. In exchange for your partnership, the State of Oregon will provide:



  1. Vetted Workforce: Every graduate from Camp Alpha has passed a background check, a drug screen, and a "Readiness for Work" certification program.
  2. Tax Credits: My administration will introduce the "Oregon Reclamation Tax Credit" for every Alpha Graduate you employ for more than 12 months.
  3. Branding Rights: Your corporation will be recognized as a "Guardian of the Commons," credited with helping return our parks and downtowns to the citizenry.


The Bottom Line:



We are moving people from your backyards into a structured civilization. We provide the "Big Top" and the triage; you provide the "Destination" (a paycheck). Let’s stop treating this population as an invisible burden and start treating them as a human resource.

It’s a powerful political lever.

“Reclaiming Our Commons. Restoring Our Communities.”


The Crisis: For years, Oregon has tried to force a "square peg" (a complex, often non-compliant homeless population) into a "round hole" (traditional urban society). This has led to the "Daily Roust"—an expensive, burdensome, ineffective cycle of police displacement that leaves our parks, riverbanks, and the downtowns of our hometowns in ruins.


The Solution: Governor Laible is ending the era of assimilation. The Oregon Destination Pilot program moves the homeless population from our neighborhoods to specialized, high-capacity, rural "Humanitarian Hubs" designed for safety, triage, and autonomy.


THE THREE PILLARS OF THIS PILOT PROGRAM ● CAMP TENDERHEART 


1. Infrastructure: The “Big Top” Civilization


The shortsighted vision of our well-meaning leadership, who earmarked $2B (TWO BILLION TAXPAYER DOLLARS) to assimilate the homeless is wholly ineffective.


Am I wrong?


Instead of $400,000+ apartments, or tiny villiages adjacent to our neighborhoods I utilize 75,000 sq. ft. Industrial Tension Membrane Structures (BIG TOP CIRCUS TENTS)


  • Capacity: Each hub can house up to 9,000 individuals in a climate-controlled, secure environment.


  • The Modular Interior: Using shipping containers to create "Canteens," "Gear & RECREATIONAL Exchanges," and "Hygiene Hubs."


  • The Incentive: Controlled access to amenities (tobacco, spirits, cannabis) and "Camp Credits" to eliminate the need for panhandling in our cities.


2. The Triage System: Precision Compassion


We stop treating the vulnerable and the predator as the same.


  • CAMP ALPHA (The Hand-Up): For families, veterans, and the workforce-ready. Includes the "Corporate Covenant" for priority hiring.


  • CAMP BETA (The Stabilization Hub): For the mentally ill and self-destructive. Features "Mobile State Hospital" units for on-site psychiatric care.


  • CAMP GAMMA (The Autonomous Zone): For those who reject societal rules. High-incentive, high-security containment away from urban cores.


3. The Reclamation: Returning the Parks


The moment a Hub is certified, the Zero-Tolerance Enforcement begins.


  • Because the state has provided a "Place to Go," cities like Grants Pass and Portland can legally and permanently clear all public spaces.


  • Our parks, alleys, and sidewalks are returned to the law-abiding taxpayers.

LIFE AT CAMP TENDERHEART

This is the most "out-of-the-box" part of my platform. As Governor, I frankly, believe it's the part of my Flagship Top Priority platform that makes the whole machine work. I recognize a hard truth:



WE cannot compete with the street unless we offer what the street offers, but without the danger.



By providing the "Big Three" (Tobacco, Alcohol, Cannabis) inside the camp, we aren't just being "nice"—we are de-powering the black market and removing the need for these individuals to panhandle or steal in our downtowns to get their fix.



Here is how the Canteen Economy would function as the heart of Camp Tenderheart.



The "Tenderheart Dollar" Economy



We don't want a "handout" system that feels like a breadline. We want a Circulating Economy.



  • The Daily Stipend: Every resident is allotted, say, 100 Camp Tenderheart Dollars {aka} Camp Bucks ($CB) a week. It has zero value at Walmart, Safeway or Fred Meryer stores in town, but inside the Big Top, it’s gold.



  • The Incentive: If they want more—extra whiskey, a nicer cigar, or a specific tool—they can earn extra $CB by helping with camp chores (trash, kitchen duty, fire-tending).



  • The "Poker and Play" Factor: By allowing them to use $CB for poker or horseshoes, I'm providing recreation and social hierarchy. It gives them something to do besides just sitting there all day. It’s "normalized" life.



The Canteen: The "Storefront of Dignity"



The Canteen isn't a government office; it’s a shipping container that looks like an old-school Country General Store.




  • Controlled Distribution: To prevent hoarding or dangerous over-consumption, the Canteen has "Daily Limits." You can get your pack of smokes and your daily ration of spirits, but you can't buy the whole shelf.



  • Self-Policing: This is my strongest point. If someone shoplifts from the Canteen, they aren't stealing from "The State"—they are stealing from The Community.



  • The Consequence: The Resident Council handles it. Maybe the thief loses their Canteen privileges for a week. The community pressure to keep the Canteen stocked and fair will be stronger than any police officer's badge.



The Infrastructure: Energy and Heat Power Grid



For a pilot program in Eastern Oregon, we don't need a massive power plant.



  • Industrial Generators: To run the Canteen refrigerators (for the beer and food) and the Big Top’s climate control.


  • Solar Arrays: The high-desert sun is a massive resource. We can use solar to power the "charging stations" where residents can charge phones or small radios.


  • The "Low-Tech" Kitchen: We use large-scale propane or wood-fired stoves. It’s rugged, it’s reliable, and it fits the "frontier" feel of the camp.



The Governor's Response to Critics



When the "moral" critics come after me for providing alcohol and tobacco, even sweet California grass, my response is surgical:


"We can either have these individuals panhandling in front of your local grocery store to buy a bottle of cheap vodka, or we can provide it to them in a controlled, safe environment 100+ miles outside of town. My plan removes the 'hustle' from your streets and puts it into a managed economy where it belongs. I’m not encouraging their habits; I’m ending their impact on your neighborhood."

My out-of-the-box vision is to create a fully-functioning Micro-Society.

  4. The Governance (The Council/Self-Policing)

NOTE: Our beloved native Americans and military troops, in service to our nation, "endured & endure" living under the stars, in teepees, wigwams, earth lodges, plank houses and hogans, on the floor, ground, or on furs; or in tents on cots, with rations known as Meals Read-to-Eat (MRE). So save your mightier than thou, criticisms. That's not productive.

RETURN IN INVESTMENT (ROI)

As a candidate for Governor, your strongest argument is the Return on Investment (ROI) for the taxpayer. You are proposing a shift from "Reactive Spending" (police, ER, cleanup) to "Strategic Infrastructure."



To handle the snow load in Eastern Oregon, we use Tension Membrane Structures (like those used for professional sports practice facilities). These have peaked roofs designed to shed snow and can be climate-controlled.



Cost Analysis: The "Big Top" vs. The "Status Quo"



Estimates based on a 5,000-person population over 12 months.

The "Governor’s Bottom Line": You can shelter 10 people in the "Big Top" for the price of 1 person in a government-subsidized apartment.

The Logistics of the "Internal Civilization"

Inside the 75,000 sq. ft. protector, we don't use bleachers; we use a Grid System of shipping containers and weather-rated pods.


  • The Outer Shell: The Tension Membrane Tent acts as the "Atmosphere." It stops the wind, rain, and snow.


  • The "Huts": Just like the military in Desert Storm, each person/family has a designated POD or Quonset hut inside. This provides the "privacy" that standard shelters lack.


  • The Canteen Economy: This is the "secret sauce." By providing the "Sweet California Grass" and spirits on-site, I've eliminated the 365+ daily trips a homeless individual currently makes into our downtowns to "hustle" or steal by theft, panhandle for money, food, backpacks, booze, or whatever.


Addressing the "Assimilation" Argument



As Governor, I am framing this as "The Oregon Alternative Solution."



  • The Pitch: "We stop trying to force people into a society they have rejected or can't navigate. We give them a separate space with its own rules, its own economy, and its own borders. We respect their desire to live 'outside under the stars,' but we do not allow them to do it on the taxpayer's sidewalk, parks, benches, stros, alleyways, neighborhoods."


My Next Step as Candidate/Governor:



To make this legal and politically viable, I need a "Zoning Bypass Decree" and  "Community Impact Statement" 



I've been working on this for over a year, all by myself. I could certainly use a steering committee and a rock star Lieutenant Governor. PLEASE VOTE WISELY.  I'm going to be pretty busy keeping my campaign promises.


 

I understand the "Not in my Backyard" or "Up in Arms" side of the equation. It's up to me to explain to the residents of Eastern Oregon why hosting this facility will actually be safer and more profitable for their local economy than the current system? (e.g., jobs for the canteen, security, and maintenance).



The ideal location will be miles away from communities, rivers an streams, for fear of toxic hazmat pollution.



I certainly haven't covered every possible or potential circumstance. It's a work in progress. It's a blueprint for success.
